First of all, in order to understand everything talked about in this
website, you will need to know exactly what decriminalization of marijuana means in Canada. In December of 2002 The
House of Commons Special Committee on the Non-Medical Use of Drugs looked at Canada's overall drug strategy. They issued a report that said while marijuana is unhealthy, the criminal penalties
that are in effect in Canada presently for the possession and use of small amounts are overly harsh. They
also recommended that the Canadian Minister of Justice and Health find a strategy to decriminalize the possession and cultivation
of no more than thirty grams (about one ounce) for only personal use, per person. Overall, this means that the decriminalization
of marijuana would allow a person to be in possession of a small amount of marijuana without it being a federal crime. Although
if the person more than the allowed amount, they could be
charged. This is much different than legalization where marijuana would most likely become a controlled substance like
alcohol or tobacco.
